Currently, late-term abortions are making the news in the United States. Please tell us your opinion on abortion. We have worked 4 weeks at having constructive, critical thinking discussions. We have addressed many hot topics and I expect the same level of civility for this topic as you have all shown for the other topics.

Below are some questions to ponder when addressing this issue. Chose one, multiple or all to help you construct your viewpoint on the topic.

OPINION AREA 1: Abortion is murder. It’s always wrong. Discussion Questions: ■ What about in cases of rape? ■ What about when the mother’s life is in danger? ■ What about in cases of incest? ■ What if the parents knew the child would be horribly deformed? ■ If the embryo can’t live on its own, how can you prove that it’s a separate human life? At what stage would you view life as present?

OPINION AREA 2: Abortion should be legal and free for everyone. Discussion Questions: ■ What about the people who would use abortion as a free form of birth control? ■ Why should my tax dollars be used to pay for someone’s abortion—especially if I think abortion is morally wrong? ■ How is making abortion free and legal any different from making murder free and legal?

OPINION AREA 3: Abortion is OK as long as a girl’s parents give their permission. Discussion Questions: ■ What about parents who don’t have their child’s best interests at heart? ■ What about students who don’t live at home? ■ How can you decide at what age it’s suddenly OK for women to decide on abortion for themselves? ■ Why should parents have the right to tell their child what to do with her own body? ■ What about the father’s or the father’s parents’ right to decide what happens to the baby?

Based on the openness of this weeks discussion, I wanted to talk about a topic that resonated closely with me recently. As I mentioned before in my introduction, I use to live in Virginia Beach for 6 years where many of my friends still reside (some whom are in Law Enforcement). As most of you know there was recently a shooting at the Virginia Beach Municipal Building. While this is not necessarily related to CI/KR, I believe that significant events like this also have a dramatic effect on the local populations in which they occur (much like a hurricane, wildfire, disaster, etc. would). While this is a stretch, the human factor, which in this case created a massive event throughout Virginia Beach, can also have similar effects if conducted across the CI/KR sector of our government. There were talks this past week about the Hawaii Missile Crisis. What if a more devastating situation were to prevent itself because of the actions of one disgruntled employee, or an insider threat due to terrorist influence? I think we need to invest more time and money into the human element of our CI/KR in regards to mental health and the longevity of our personnel in these fields. There is a lot of interesting material out there relating to topics such as this. One that I have read was an operational guide to preventing targeted school violence, much of which was also derived from the Secret Service (USSS) threat assessment model.

A good place to start is https://www.secretservice.gov/protection/ntac/ and I’m curious to see what some of you think about this, as I didn’t want to go down the typical path of cybersecurity, National disasters or terrorism.

It has been well understood in Australia for nearly 25 years that a there is a duty to warn extends to ‘material risks’by health care practitioners. Material risks are those that a reasonable person in the patient’s position would likely attach significance to, or if the medical practitioner is or should reasonably be aware that the particular patient, if warned of the risk, would attach significance to it (Rogers v Whitaker [1992] HCA 58; Wallace v Kam [2013] HCA 19). A more recent case Moracz v Marshman 2016 NSWCA 202 (sometimes called “The Sweaty Palms Case” re-examined the principle of material risk and duty to warn.

Moracz v Marshman (The Sweaty Palms Case) is an interesting case in the NSW Supreme Court that explored the threshold necessary to successfully establish failure to warn and was a re-visitation of the duty of medical practitioners and other health professionals to warn patients of the material risk of a proposed procedure or treatment. The plaintiff (Ms Moracz) was unsuccessful in the court of original jurisdiction which was the NSW Supreme Court and later appealed to the NSW Court of Appeal. As you’ve learned from the background readings, a key strategic control is that of organizational culture. Culture must fit with an organization’s strategic choices. Poor alignment between culture and strategic choice is a sure-fire way to doom any strategic choice.

Of course, some organizational theorists would assert that an organization’s culture cannot be “managed” in the truest sense of how one “manages” the processes and activities and things that exist within an organization. David Campbell (2000, p. 28) says that an organization

Is being constructed continuously on a daily, even momentary [italics added], basis through individual interactions with others. The organization never settles into an entity or a thing that can be labelled and described, because it is constantly changing, or reinventing itself, through the interactions going on within it. [At the same time, an organization] does have a certain character to it, such that, like driving on the motorway, not just anything goes (p. x).

Do you agree or disagree with the above? That is, can culture really be “managed”? What might this interpretation mean in the context of our current discussion related to “strategic controls”?

A few comments on the above: Many individuals believe that, while the notion of “culture” can be defined, no single individual (irrespective of his/her legitimate power) is capable of single-handedly moving an organization’s culture in one direction or another. These individuals suggest that the sheer number of formal and informal groups, structures, tasks, functional operations, and individual interactions that exist and occur within organizations (even moderate-sized ones) render the “management” of culture impossible (consider the potential number – and combination – of individual to individual, individual to group, and group to group interactions that are likely to occur within an organization at each and every moment (and then, there are endless numbers of contacts / interactions with external stakeholders as well). The possibilities are seemingly infinite — or at least they are indefinite. In this view, an organization’s culture is abstract, fragmentary, fluid — and even relative and momentary – how can such a thing be “managed” in the same sense that we “manage” people and organizational processes?
