POLS 5040 Policy Analysis & Program Evaluation Spring 2019 Program Evaluation Design

This spring, each student will be responsible for developing a program evaluation design focusing on policies and/or programs related to the field of public administration and/or non-profit organizations. Your program evaluation design should be around 15-20 pages long and should include a variety of resources. Newspaper articles and other media sources can be used to develop your proposal if necessary. Your theoretical analysis should be built upon books and peer-reviewed journal articles in the field of ethics in public administration. The program evaluation design is due to me via e-mail at pexmeyer@ulm.edu and submitted to Turn-It-In on Moodle by 11:55 p.m. on Saturday, May 4th. Additionally, you will need to submit a topic proposal to me at pexmeyer@ulm.edu by 5:00 p.m. on Friday, March 29th outlining a program or policy of interest which you will be designing an evaluation process for.

The program evaluation design is worth 400 points. Your evaluation design should be roughly 15-20 pages in length. Your evaluation design should include the following sections: (1) An introduction that includes your research program/policy and a road map to the paper; (2) a thorough review of the literature which includes a description of your selected program or policy, theories related to the program or policy, frameworks for analyzing the program or policy, etc.; (3) an outline of how you would approach evaluation of the program or policy, including [but not limited to] the timeframe in which the evaluation would occur, mechanisms for measuring the effectiveness or ineffectiveness of a program or policy, along with protocols for how the evaluation process will unfold, and; (4) a conclusion that summarizes the aim of the evaluation design, discusses the limitations of your design, and provides recommendations for how the results of the program evaluation would be presented to stakeholders.

You should start by describing the basic principles of the program or policy and then dig deeper into it. An “A-level” paper should include a solid literary analysis of the policy or program, such as the history of the program or policy, previous research of the program or policy, and/or various examples of how such a program or policy has been implemented. Your literature review should be analytical, not summative. I do not want you to engage in a sequential discussion of each separate article or book. Reviews that follow the format “Author A said blah, blah, blah,” “Author B said this and that,” “Author C said so and so,” are unacceptable presentations of the literature. Your sources can be diverse, but I want to see a nice mix of materials. You must use some academic, peer-reviewed journals for this paper. I strongly encourage the use of the VPN available through ULM to access library resources, JSTOR, and various publications through public administration and non-profit management journals. You may not cite Wikipedia as a source. An outline of a sample Program Evaluation Design outline is provided below.

Your paper should be double-spaced and in 12-point font. You must use citations and all sources should be in APA format. If you do not know APA format, now’s the time to learn it; there are links on the library’s Guides and Tutorials website or you may consult the APA Publication Manual, Sixth Edition. Papers must conform to the Assignment Format Guidelines provided in the syllabus for this course.
