The purposes of the Incident Command Center (ICS) is to promote effective response by familiarizing personnel with the ICS framework, and the principles used to manage incidents. This course also prepares personnel to coordinate with response partners from all levels of government and the private sector.

The Incident Command Center (ICS) maybe used for persons involved in emergencies, a response or recovery efforts and a planned event. As an example, ICS could be used to manage a large sporting event or a visit from a foreign dignitary (i.e., Super bowl). Along with, a hurricane, an earthquake, a tornado, a flood, a fire or a hazardous spill, or an act of terrorism. It has successfully been tested for more than 40 years of emergency and nonemergency applications by all levels of government; and in nongovernmental and private-sector organizations.

An incident that would utilize the Incident Command Center (ICS) would be “wildfires”. This natural disaster can cause many deaths and massive property damage if not resolved in a timely manner, helps to ensure that may be used. The general staff for this crisis would include the Public Information Officer (to control the media), and the public), the Safety Officer ( who monitors incident operations and advises the Incident Commander on all matters relating to safety) and the Liaison Officer ( who serves as the Incident Commander’s point of contact ). Hence, the community efforts from the local fire, law enforcement, and emergency medical personnel as well as a large variety of disciplines to help facilitate the evacuees to safety.

In the reading and understanding the purposes and functions of the ICS (Incident Command System), it is a coordination of the efforts of numerous agencies. This system stabilizes an incident, whether it is on the smaller scale or a larger scale disaster. Their goal is to command the situation, control it and respond to it. As the ICS works with the other agencies, it strives for utmost efficiency and effectiveness. Within the ICS, there are five major components: Command, planning, logistics, ops and financial/administrative. No matter what the situation is, there will always be a incident commander. Just some of the types of incidents the ICS would respond to are natural disasters (hurricanes, tornadoes, fires), HAZMAT situations, search and rescue , accidents/incidents related to air, rail, water and/or ground, and planned events.

An event that could create an event is the upcoming Indy 500 in May. This is an event in which many agencies are involved to ensure the protection and welfare of all involved, from the spectators to the race car drivers and their staff and all in-between. Indiana’s local police, the State police , the federal agencies (DHS) and K-9’s (to “sweep” prior to the event), and the fire dept. will be on hand for any type of incident/event that could take place. Of course and in all hopes it will not come to the use of LE, and this will go on without incident. But, if there is any type of disturbance, LE will be ready.

In ICS, the support staff consists of the ops. Staff, and these are the “doers”. They are the tactical team (inspections to infrastructure and facilities, traffic and staging areas). (FEMA, n.d.). There is also the planning section that collects, evaluates, and disseminates the information of the incident to prep for the “plan of attack”. Also, within the ICS is the logistics section that make sure the resources are in place and there is enough personnel , supplies and equipment for the incident/event. Finally, there is the finance/administration section . This section of ICS pays for the expenses in relation to the incident up to an including contracts, equipment, documentation the processing of claims for accidents and injuries and keeping a running total of the costs.
